The reason for that is because Windows requires at least 512 megabytes of RAM, but DOS-based Windows struggles to deal with more than 256 megabytes(I think above 16 for Windows 3.1, 128 for 95, and it was 256 for 98/ME.) You can run Windows 98 with 512, but it will be slower and more importantly more unstable. It's a flaw in the memory manager. There was a supposed fix out there at some point but by the time I went looking, it was gone and the website that hosted it was never archived properly.

If that is the fix you were referring to, it should be relatively easy to find it under that name. I can't tell if it's running any worse than when I used it with 256 MB, but it does run and allows me to keep my 2 GB in for use with XP. I might split the project into dedicated systems at some point, right now the intention is to have an all-in-one box that allows me to simulate different times by changing the environment, hence I'm trying for the hardware to be as good as possible while at the same time not running into any major incompatibility issues. Testing has been fun and learning a bit about older hardware is an interesting bonus.

I was setting up for my dumb idea I had recently and I thought "you know, I have a Windows 2000 emulator set up."So yeah, greetings from Windows 2000! I forced it into 16 color mode for now.
Windows 2000 is the best girl mr gates ever made. There is/was a project somewhere to make windows 2000 a modern OS by making lots of drivers for it along with other things, but nothing unnecessary. I don't know if it's complete but it's worth a shot.
