They block normal VPNs. You'll have to use a residental VPN, like Tuxler. (BTW residental VPN is a free gateway to moar 5ch board access.)

It's less that they block VPNs, and moar that they've geoblocked the entirety of Europe

Use a JP or US-based VPN server instead
